By accident is the correct way to state something done without intent, 'on accident' is likely a dialectical marker. Evidence for this is that we hardly ever see 'on accident' appear in formal written English, in fact for every one use of 'on accident' there are seventy-five uses of by accident.

That it is not. I think it is actually more correct to use accidentally than by/on accident, but hey that's an even more pedantic semantic discussion. In formal written English 'by accident' is the norm, and is the idiomatically correct term.
