I really thought Evey would leave Amber alone after the fallout at Amber's mom's house. The theory from AZ Arashiba on the comic comments that Evey is trying to minimize the pain around Amber makes sense to me though.
I need a better crystal ball.
But while I'm speculating: Amber's vulnerable is her younger brother Robin, right? I don't remember seeing it explicitly stated in the comic but it's my best guess.
